When Dirty Harry (Clint Eastwood) foils a hold-up in an extreme manner, he is transferred to desk duty which pleases him not at all. After his long-time partner is killed by a group of home-grown terrorists, Harry seeks revenge. Partnered with a female cop Kate Moore (Tyne Daly) who had only worked the desk and doesn't seem well suited to field work, the two face off against a group of well-armed Vietnam Vets who are holding the town - and the mayor - hostage. They track the gang to their hideout in old Alcatraz prison to save the mayor and their city.
