What muslims never explain [to the naive Kuffar community], is that within Sharia jurisdictions muslims ['believers'] are superior, and non-muslims ['unbelievers'] are 'guilty' people.
When muslims speak of Sharia being just, they mean to muslims, ....within Sharia jurisdictions, non-muslims are virtually 'outlaws', they are 'guilty' people.

But how can muslim clerics achieve their muslim / ISLAMIC hegemony?
Many muslim clerics quietly insist, when speaking to non-muslims [and to the representatives of non-muslim communities], that ISLAM is peace [-ful] and just.
But then in their next breath, when speaking to their own muslim communities [ example1, example2, example3, there are more!], those same muslim clerics will declare a very different position...
Muslims clerics tell [inculcate into] their muslim communities that...

resist Sharia [Allah's just law],
are 'oppressing' local muslims [
by subjecting

Because the unbelievers are 'oppressing' muslims in this un-ISLAMIC way, they are the enemies of Allah [ enemies, by authority of muslim scripture ].

Every aspect of Islamic ethics is based upon this separation. Having two distinct groups leads to two different ethical codes. Said another way, Islam has dualistic ethics.
Deceit, violence and force are optional actions against the unbelievers. Believers are to be treated as brothers and sisters. Islam’s ethics are based upon:
